1) If people are having "everything paid for them" then either theres a very good reason for it or the civil servants dealing with their cases arent doing their jobs properly.

2) If people are engaging in intimidation, or any other form of criminal and/or anti social behaviour then its a matter for the police/judiciary/legislators. If the problem is ongoing then one or more of the above arent doing their jobs properly.

3) Either way dealing with such problems (assuming they exist) are a matter for the relevant state agencies rather than private landlords. And while the exercising of some discretion in this area might be worthwhile for landlords purely for their own selfish long term interests when all is said and done they are private landlords and not social engineers.
