I rent myself, but I think you've gotten the wrong end of this. I believe the reference being made was to people in receipt of rent supplement from the HSE, most of whom would pay a rent of something less than 30 euros per week towards the rental of their house.

I may be wrong on that, but I don't think the comment was made towards people that are paying their own rent.
