Pardon me, but is this not a discussion board or are we now not allowed to post unless it's under a certain heading? And for the record, it's been proven in the past that going to the "proper autorities" is about as useful as lighting up the sky with the Batman symbol and hoping he'll come. I seem to remember a discussion here before about a certain minority wreaking havoc in Charlestown library and I don't recall a backlash over it. Get a life for yourself. It's your attitude that allows certain people, settled or otherwise, to do what they like, not people who suffer these problems and asking for help.
