It's that the rate of Social Welfare (including Rent Supplement) is so high. When there's a fine big difference between working 35 hours and not bothering to do so, you'll attract plenty of people 'willing' to do unglamorous jobs for minimum wage. And before you ask, I've worked plenty of unglamorous jobs in my time.
