Public representatives themselves don't always pay much heed to their defined roles except when they are in defensive mode. The councillor in question has never been shy about voicing his opinions on a wide variety of topics in the past.

I don't get how he shouldn't respond to local people regarding incidents that occured in a local school with which he has some association.
