Look i partially agree with you on this one but i have to say that the council are as much to blame for having unoccupied houses in our estates , just take a look around our own town and you will see.
As for the flooding as you well know it is the big local authority engineers, planners (etc) that have the authority to make decisions on where housing can be built after supposed extensive study and research into these areas, and sorry to have to say it again that these are the civil servants that are getting paid massive wages.
