If it was done properly cars would only be able to enter the car park coming from the roundabout at royal theatre/old aldi. If you were coming from Dunnes stores and wanted to enter the car park you should have to go round roundabout first to enter from the same side and not cross the traffic. Cars leaving should not be allowed to cross the traffic and should be forced to turn left past Dunnes Stores. This would prevent the chaos, but as you say it was some crazy engineer that designed it. No common sense in these guys heads at all.
