Friend of mine is a bread distributor for an expensive national brand, asked him where he sells the most bread and was surprised when he named a convenience shop in the heard of a council housing estate. one solution is to put for example 100 Euros a week of the dole money onto what ever value club card the person wants. Government could strike deals with Dunnes tescos etc say we will put 100 euro on the card but you will give them 110 credit, and they won't be allowed to spend all of it on alcohol or cigarettes.
