"Do you believe that there are 345,000 empty homes in the Country? "

First off where is the "dont know (or particularly care) option" ?

Secondly If I were to say no how is this actually meant to be taken i.e.

1) That I believe there might be 344,999 (or less) ?
2) That I believe there might be 345,001 (or more) ?
3) That I believe that some of the empty homes might actually be in towns rather than "in the country" ?
4) That there by definition cannot be such thing as an empty "home" since nobody lives there ?
