I think the dumping described above is just the start - we are rapidly heading back to the bad old days of the 1980s when litter was literally everywhere. Things had improved in the meantime but I am betting that we are on a downhill slope. But think about it - we can't afford litter wardens. And furthermore why would anyone pay to have their bin emptied when they can save money by dumping it on a beauty spot and externalise the costs? It's simple private sector economics I'm afraid. So - fire the public sector contract litter-pickers and save money by dumping your rubbish on the landscape. It's not true that you can't eat scenery. If you save 300 euro per year on bin charges by dumping your rubbish on a beauty spot you could have 300 mcmeals or whatever they call em nowadays? Eating scenery.
