I sincerely doubt that Mayo CoCo has an 'airborne division' - the money spent on filling potholes will mean that the cutbacks later in the year will be even more drastic - rubbish will be the least of the worries. Householders burning plastic is though the biggest source of dioxin that you as a taxpayer are exposed to.
