Why not contact the county council? They have a website and for months last year or the year before I seem to remember that they ran a banner advert on the front page of Castlebar.ie asking people to ring them and report littering - such as the kind you are talking about. Link with details below - it is two years ago or so however and with the cutbacks and staff reductions (needed to pay the debts run up by of rogue developers and greedy bankers) they may no longer have such a service.
