I think that's what the EPA leaflet shown on that page from the council is all about - the public have to report this kind of thing. Rubbish attracts rubbish so the stuff builds up. Often it's the same repeat offenders going back to their own private dumping ground. In the past the council would track down envelopes and the like labels off medicine bottles or use CCTV to identify number plates and prosecute the offenders. I doubt that they have the resources to do this any more.
