I think you are wrong about dioxin being less of a threat than litter. Backyard burning of plastics in rubbish by private households is the number one source of dioxin in Ireland. Low temperature fires produce just the right conditions to maximise the amount. It lands on the grass is eaten by cows concentrated in the fat in the milk they produce and then it's ingested by your kids. We know from the effect it had on Vietnam vets and their offspring how toxic dioxin is. At least you can stop your kids picking up broken glass in beauty spots. But you have no control over the amount of dioxin in the milk they drink - beyond not burning your own rubbish. If the council can afford to police the no-burning rule with aircraft I say more power to them. But I imagine though you are talking about something that used to happen a few years back. Potholes are more of priority now I suspect.
