I think I gave you the best information I had- Depending on which area the place you saw was covered by (it could be either Castlebar or Ballina area, I'm not certain) you need to contact one of those area offices (not just 'The Council' in Castlebar, though they'll probably give you the number you need).

As far as I know, it's up to the litter warden for whichever area that would be responsible.

I'm a total smart arse, but in fairness I did give the info you required- it's not my fault you didn't take it up?
