Because it's a function of the council to try to see when people are breaking the law in this manner- such as, for instance, people burning rubbish in their back gardens (there are all manner of EPA directives making this illegal, and it's the govt that sign us up, not the council staff).

There are litter wardens in each of the areas, as far as I'm aware.

What 'change' would you propose to enact, james- Ireland removing itself from the EU?
