No. The original proposal was to have an allowance per household with no charge. Only people using above the allowance would be charged. This was the fairest way. I was all set to make my house more water friendly, but if I am being charged a flat fee regardless, where is my motivation. Obviously this is a tax to raise money to throw in a big hole and nothing to do with promoting water conservation.
