If theres an extra charge above the base allowance theres still an incentive to economise on use.
The only question is whether the flat fee is a stop gap till metering kicks in, or whether its going a permanent fixture.
If its permanent I still don't disgaree with it, the reasons for charging for water aren't just about volume, its also about infrastructure and quality, and these involve a cost regardless how little is consumed. Thats not to say that the state might not consider discouting the cost for some sections of society, assuming we can afford it. This was always coming, just being forced on us sooner than expected by the current crisis.
