The figure for 2010 is €908k which is made up of pay (or representation) is roughly €520k with a further €80k for chairing committee or council meetings (do further pay) - the balance, €300k, is expenses but vouchered and non-vouchered.
So pay per councillor is roughly €20k per person (actually slightly less as they all can't be chairpersons), plus expenses on average €10k per annum.
€30k per person doesn't look overly expensive.
Question is probably why 31 and not 10-15 range - that I don't know if it is historic or otherwise. Having too small of a committee puts power in fewer hands and creates its own problems but that alone is not justification for 31.
There are also three town councils (what was called urban) with 9 on each but I think the expenses are substantially lower from memory (but open to correction).
But if the question is why have a council with elected officials at all, then I would say it is important to have some power locally leaving national politicians free to focus on national issues.
I don't know why 31. And is a fair question.
