A broader point is that constitutionally it is required to have at least one TD for every 20,000 to 30,000 people. With preliminary census figures due today, should give an rough idea for how many TDs are required by law. (I note the law can be changed, but I don't think there is any political will to do this).
I can't see any constitutional law in relation to county councils (I think this is just an Act of Parliament to be honest, but not a lawyer)
