Well perhaps they can recuperate the money from the Doctors and consultants who didn't fill out the appropriate forms in relation to the patients admittance.
Not sure why you would expect the insurance companies to pay without appropriate documentation.
I don't have the details - so the above is really conjecture (but that is what is rumoured).
The €100 casualty fee is easier to define - if you used the service and don't have a medical card, then you are liable for the fee. There is no ambiguity.
The final point, I think is the most serious part of your comment. It is an issue, and whatever about the €6m shortfall, which is a small portion of the overall budget of €2bn+, the issue is who is going to take responsibility for it. Someone, somewhere, did not fill out the forms correctly (or many people) and are they going to be held accountable for it
