In my experience, if you see a good intern, you will either try and keep them, or definitely try and get them in the future, or else give a good reference to some other employer if they are applying there.

Employers are more nervous than anyone about spending money on a new hire. The cost of it not working out is very expensive, so the confidence gained from working directly with someone is not to be underestimated.
