Well given that the a major artery across (or under the Thames) in London was closed last week because of an accident on the approach road for a period of 6hrs - it was less than the above time frame but there was no fatality.
To answer separately
1 - no idea
6 - That decision would be taken by the Superintendent, and more satisfactory than no flow of traffic. All roads are usable for all traffic.
7 - no, investigation would take precedence. The fact the accident took place on minor or major road is irrelevant.
I think you can address the council or the press officer of the Gardai - they are employees of the state and subject to it not impacting any potential court case should be willing to share information.
I would say that the roads around Islandeady are sufficient but for temporary traffic flow . It is a burden but a final note, be glad you weren't in the accident.
