Interesting, but the issue is and has always been the ratio.
If you have 70 euro a week disposable income and VAT takes lets say another 2 euro from you its a problem.
If you have 700 euro a week and Vat takes another 20 from you its barely noticed.
VAT increases hit the poorest hardest.
The fairest way must be an equitable taxation system: collecting enough taxes based on ability to pay to run the country. This is why we are in the state we are in: allowing the oligarchs and the vested interests to avoid paying their fair share.
We must look now to countries that can actually balance their books every year and work out how they do it.
They most certainly do not countenance tax exiles; tax incentives in boom times; pathetic corporation tax (google 2.4%); high end public sector salaries that are a joke and all of the rest.
