In fact, your example is pretty much exactly the opposite of my suggestion.
Jobseeker's allowance-and other similar social welfare payments- is a basic payment made to an individual (or, with a bit of calculation, a couple/family) that (supposedly) allows them to meets the basic costs of living. You qualify or otherwise based on your income, give or take certain allowances etc. That all makes perfect sense.
Child benefit is an indiscriminate payment made to parents of all incomes on a per-child basis- which is exactly the point in discussion.
