I take what you're saying, but it would be far better for those least well-off if the Govt were honest about the level of social welfare payment needed to cover the average household bill instead of using a child benefit payment to do so.

If the extra amount paid to those who don't really need it was channeled into lowering the cost of basic bills like those you mention for people on a low income.

I'm not actually advocating lowering the incomes of people on low incomes or social welfare- which is what you seem to think I'm doing- I'm saying that child benefit is a very inefficient and probably counterproductive way for the Govt to supplement those on a low income.
