If I were you, I'd check closely what the' extra' insurance cover you bought was actually for.
From looking at the Hertz web site, theres no mention of damage to Windscreens in particular. Their 'Super Cover' advises that you are NOT liable for any damage / repairs .. so if you have that then they should not have charged you.
I was in Edinburgh about 2 yrs ago and took the Super Cover .. hardly drove the car and also 100% sure I didn't get hit by any flying stones, yet was told on return that there was a stone chip to the Windscreen, but as I had the cover, I didn't have to pay anything. I was sure I hadn't put it there, or while I had it hired. I still think to this day that they used the fact that I had the cover to claim for a previous user who hadn't the cover and they hadn't spotted it on return.
Anyway .. check the small print, and challenge them on it, as well as additional charges and fees from your Credit Card that you'll no doubt incur.
