A lot of country people (and that does not exclusively mean farmers) had to put in septic tanks at their own expense and recent house builds these would have been included and inspected by various planning permissions (so the council would have some of this information).
And on your point re: farmers not paying taxes - the vast majority of them file their tax returns annually (speak to any local accountant, and they will vouch for it been a nice little 'cottage industry') and pay the relevant taxes that are due.
But I would guess the majority of country dwellers are PAYE (farming not providing sufficient income as a stand alone business) - Yes farmers tend to be asset rich for inheritence of land (but we have posted on this in the past - asset rich, income poor).
