Agree that anyone with a planning-approved septic tank shouldn't be liable for any extra charge compared to an urban householder. Even though there may be a higher cost involved in provision of these services to a rural dweller, these are basic services that should be covered out of the public purse imo- by all means levy a charge on new applications or a serious fine on unapproved tanks.

Farmers that are asset-rich but income-poor should do what anyone else in that situation shoudl be expected to- sell the asset at market value. If they don't wish to do so, fine, but receiving grants in order to keep them asset-rich is a fairly ridiculous state of affairs.
