Abolishing town council doesn't mean that all the old town council staff and functions are somehow no longer necessary. What if the traffic lights at Burleigh house go on the blink.? Who ya gonna call? Likewise for the maintenance of sewers within the town boundary or cleaning chewing gum off the footpaths outside the schools - and so on. Unless you think that the people who did those jobs spent most of their day sitting around waiting for the call then those tasks are still full time jobs. Some of the more computerised shared services like payroll and rent on buildings will render some savings too. The main savings will be the expenses for town councillors and overtime (?) for officials attending meetings in the evenings. I'm sure the officials who have to listen to the likes of [...] and [,..] will gladly forgo the few bob they earn and pay taxes on dealing with the motions calling on the government to ban fracking or restore the embassy in the vatican and so on.
