I didnt make the law, but it is unwelcome or unworkable for dogs to be required to be kept on a leash in public. The ground is public ground and open to all users. A fear of dogs that some might suffer should not require everyone else to accomodate them. The previous post stated inaccurate information, I pointed out the error of that. How that is been high and mighty I fail to see. Also, to the person who claimed to have been bitten, may I suggest you report it to the relevant authorities, otherwise it is unsupported, and, I for one, would hate to see a by law been introduced and unsubstantiated claims.
