go to some national parks in England and you will also see dogs running of their leashes. Funnily enough it is the reason people bring their dogs to parks so they can be taken of their leash.

The difference been responsible versus irrresponsible owners. If you are proposing an additional dog warden to enforce the current law (dog tags, licenses etc.), then no problem. If however, you want all dogs to be put on leash and muzzled in public, then I do think there will continue to be two distinct views.

People are touchy because some thinks because they have a fear and using emotive language, we should accomodate them. Enforce the current laws, but lets not try make this a nanny state and have laws for everything.
