A very telling question! THE OWNER, OF COURSE.

"Dogs in heat.
Dogs who hate certain dogs."

Dogs under the control of THE OWNER- otherwise they shouldn't be out in public.

If you are genuinely asking these questions then you probably shouldn't have a dog, and certainly shouldn't be out with it in public.
