The problem here is inefficiencies in the system of water generation and distribution.
Intent, be it political or otherwise, real or imagined has no bearing on the establishment of a measurement system that allows for discovery and correction of problems.
I'd be fairly sure that the majority of revenues from water metering will go back into the provision and maintenance of the system - up 'til now it's a service that has been essentially free to domestic users - most commercial users are well used to paying for water and will actively track and eliminate wastage as a cost saving to their business - no one has upped my water rates after I repaired leaks in my system and reduced my demand.
