As I understand it there are laws concerning the state of properties but you won't have local authorities going around validating if every property in their area is not in breach of such laws. I think bodies like tidy towns have reported properties in the past that the authorities were able to act on, though I stand to be corrected on that.
So whoever is concerned, report your concerns to the local authorities and they will tell you what can or can't be done.
It would be nice if everyone were required to maintain their properties to some consistent standard, but how do you force a pensioner on their own, lacking both money and strength to do the same as a professional couple with both in abundance. A derelict building may be owned by a bankrupt who may have similar difficulties in keeping everything up to standard.
