Isn't that why meters are being installed? So that the amount of water being used can be quantified. An example already from the initial batch where 75 houses were using one million litres when they should have been using max 30,000 litres. That is a huge saving - and presumably going on for a long time but only with meters installed was it spotted and obvious. That's a huge saving even though usage cahrges haven't started yet.
