I understood local authorities have to get the bulk of their funding from central government, so without knowing what they asked for an didn't get, its hard to blame them.

Also water management isn't so neatly bound by local authority boundaries, lakes and rivers take their own course, so water management would always require a national strategy in my view.

To the core of the question, where is the money. Well the obvious is we've spent it. You can blame successive governments but the answer will be the same.

So, we've a water system in real trouble, something you consider a basic human right. We've a country which spent money and you can argue which of the billions and billions we've spent was wasted but it was spent here on us. We're recovering from bankruptcy which means we're not able to borrow as we'd like. so we end up with Irish Water doing the borrowing by charging us.

I completely agree about the privitisation point.
