I don't believe the authorities are disinterested. I believe the authorities haven't a hope in attracting the vast majority of FDI to anywhere other than existing large urban areas. Thats where they want to go. In this case the sheer scale of site required by Apple meant they couldn't fit inside a large center, they had to locate as near as they could to one.

There was an interesting documentary on a few months ago about this problem in the UK, where all large companies want to locate beside their competitors in/around London at the expense of the rest of the country. They have no solution either btw.

Even giving us the transport links isn't enough. This is the same story throughout the country, if you're not both close to a large urban center, and with excellent links, you're facing an uphill battle.
