Its already known that the real tax rates are always significantly below the published rates for all countries. The focus on tax rate is often just a deflection tactic to take attention away from other problems countries have attracting investment.
I'm not saying it has no impact, just its never a solution on its own. Also firms that are only attracted by the rate, are more likely to just using a country to manage money rather than employ large numbers of people.
Finally, I'm not sure what sort of national system would allow us remain as a single country, but operate separately for something as important as corporation tax.
