It was advertised widely on the internet - even that social media thing 'facebook' (which will never catch on until at least 2 Billion people log in in one day and over 80% of them do it on their mobile phones). Obviously it won't have been advertised on BBC Radio 3 or NPR - but it could have been on Lyric FM and definitely was on the local station which is by definition Local giving news about stuff that the complainer missed.
Everyone is in their own little information bubble today. But when they miss something outside their bubble and then blame that on promoters of a local event for not remembering their preferences and not promoting it within their bubble on whatever - TOR, netflix, bitstream, Anime or drum an Dbase or even journal.ie or boards ....
