Unfortunately this seems to be a fact of modern economies which I'm not aware of a solution to yet. Theres a big chicken and egg problem where people and employers all tend towards co locating in larger urban sprawls.
Tax incentives don't address all the motivation behind this trend in fact they hardly address it at all as its about the flexibility and security on both sides. The employers like the ability to increase or reduce workforce easily without being blamed for destroying some town while employees feel safer knowing theres a bunch of other companies around if their life circumstances change for better or worse.
Some industries like Pharma or Agri can have environmental requirements which make rural more attractive but most of these seem intent on merging with each other and then you get Bausch and Lamb a while back.
Sorry to be so pessimistic but travelling to Galway for 13 years gives me time to dwell on this topic...especially as we head into the depths of winter !
