If they front-loaded the work you would have moaners about that too. All the money gone and it only half way through the year. But emergencies come along they need to have something in reserve - the flood events such as the current one will be an additional cost in terms of council assistance to householders etc. If they had spent their 2015 budget completely, by November say, all hell would break loose when the council cited poverty as a reason for not putting people on overtime to help out in Crossmolina.
And it happens - Sligo CoCo went bust completely a few years ago - through overspending - something like 70 million in the red - and they had to shut down pretty much any service they could.
Interesting though that Mayo spent more on local roads in the 2011-2015 period than any other county apart from Dublin City and Cork County Council. Check out the link below for the full picture of what they spend their money on.
