Read the article a couple of times to see what point she was actually making.

That in a nutshell is what she is worried about.
The European Commission are appointed by national governments and Council of Ministers, again from national governments hold strong sway over the Commission.
And finally the European Parliament have the legal right to remove the whole commission, so are directly accountable.
Finally, governments appoint judges, and other influential positions like Garda Commissioners etc, that are not elected or accountible to the individual voter. I see it similar to the Commission.
