Probably timing of sampling. One intake point from the big lake - where the contamination is 99.9% likely. sick sheep, sick cattle, or possibly houses with septic tanks - and lots of houses along the shoreline - so - sick animals or people contributing their crypto spores that chlorination can't sterilise.

The Galway and Milwaukee episodes were exactly the same - breakthrough of a nasty life-threatening parasite into the drinking water network.

Only that now we are better at alerting people to the dangers in advance.
