Shoot to kill policy ?

Was it really necessary for the Cops to shoot the guy dead in Longford yesterday surely they could have aimed for his legs of used CS gas or something.
In fairness to the Cops the guy seemed to have been pretty dangerous and unstable and it might have been a split-second decision by whoever fired the shot but since there were no hostages involved was the action taken not a bit extreme ?

Any thoughts anyone ?
