The situation in the UK (not sure if its the same here) is that posession of cannabis SEED is NOT illegal but CULTIVATION (without a licence) is. Cannabis seed is found in a number of products including some types of fishing bait and some types of bird seed (it is also supposedly available from some Dutch ans Swiss mail order websites but for all I know maybe these are scams operated by the drug squad)
Cannabis seed is grown under licence for various "legitimate" purposes but usually varities with a low THC (the stuff that recreational users are interested in) content are used.
The source of my info is the "Mark Thomas product" on Channel 4 in case anyone is wondering !
