In Castlebar TV3 does come via the deflector but 85% of the Country (Including most of Galway) Gets it direct.
When the RTE network of main transmitters was originally set up it only covered 85% too in the rest of the Country relay transposers ("Booster stations")were set up to provide a signal
The transposer for Castlebar is at Croaghmoyle near Glenisland.
However TV3 are only carried on the main transmitters (just like Century radio were) and not the secondary transposers.
Whether this is TV3's fault or RTE's (RTE are responsible for transmitting Today FM and TV3)
im not too sure.
Most of the deflectors unoficially carry TV3 as well on a voluntary basis
