Sorry, we can't do that. Only our President, Mike can issue such a decree. And now you have tried to blow him up, I doubt that he will be in a negotiating frame of mind. So any chance for a peaceful settlement of this dilemna is destroyed.
We are the military, we don't engage in diplomacy, all we do is follow our President's orders and protect our citizenry from harm. You must negotiate with the President directly. (Or through his intern, Monica)
