I guess that you mean that they are installing those open style phones. Unfortunately, we have those stupid things in Oregon too (where it rains a lot also). They are cold and wet in the winter and don't block any noise so you can hardly hear anything if you are in a busy area. The phone booths were victims of too much vandalism and are far more expensive. But with the old style booths you could make a call without getting soaked and you had a bit of privacy.
We have only one phone "box" in town that I can think of, it is a green Irish one, I use THAT one when I get the chance. There is also a red British box near an import car garage, but there is no phone in it. I miss the phone booths.
