I reckon this is the way we should be going. Wheelie bins should be weighed everytime theyre collected (a device attached to the rubbish truck can do this) and instead of a fixed service charge people get billed according to how much they actually throw out. (so theres an incentive to cut down on waste)
There should be free collection of material for recycling (those unhappy with paying for refuse collection can therfore make the effort to sort their aluminium/paper/plastic/glass etc so as to minimise their service charge)
Manufacturers/retailers should be required by legislation (or taxation) to cut out unnecessary packaging (especially plastic)
In Germany, Denmark etc recycling is compulsary for all householders but in Ireland weve all got used to the lazy option of dumping it all in a hole in the ground in somebody elses "back yard".
